These terms govern the use of listar.info and the purchase of our property reports. Please read the two sections on what the report is and what it is not — they are the ones that matter.
Who we are and what these terms cover
listar.info is operated by Nova Sidera D.O.O., a company registered in Bar, Montenegro. Full company details are on the imprint page. Where these terms say "we", they mean that company; "you" means the person using the site or buying a report.
By placing an order you accept these terms as they read on the day of your order. We keep the date of the last change at the top of this page.
What you are buying
You are buying our report on a property: we collect the relevant public records, our software normalises them, scores the risks and explains every registered encumbrance in plain language, and cross-references the result against municipal spatial planning data. The report is our own document, produced to a fixed specification at a fixed price. Every order for the same property produces the same report — no part of it is an individual opinion or tailored advice.
We also offer a monitoring subscription. It re-reads the same public records on a schedule, compares each result with the previously stored version, and notifies you when something changes — a newly registered mortgage, a court restriction, a change of registered owner.
We do not sell official documents
Our report is not an official register extract and has no legal force. The cadastre authority issues signed official extracts through its own portal, which requires your national eID. We are not an intermediary for that service: we do not resell, proxy or obtain official documents on anyone’s behalf. Where you need the official extract — for a notary, a court or a bank — you obtain it yourself from the authority.
The report is not legal or valuation advice
We explain what the register says and flag what we consider risky. We do not act as your lawyer, notary, surveyor or valuer, no client relationship arises from a purchase, and the report is not a valuation of the property. A report showing no findings is not a recommendation to buy, and one showing findings is not a recommendation to walk away. Before you sign anything, have the transaction reviewed by a professional.
Delivery and turnaround
We deliver the report to your account, and notify you by email, within one business day of payment. Business days are Monday to Friday, excluding public holidays in Montenegro. The turnaround is stated on the checkout page before you pay, because the collection step is not yet fully automated: the register we read is behind a CAPTCHA, so a member of our team retrieves the source record before our software processes it. That step is internal and identical for every order.
If we cannot produce the report — the register does not return the record, the property sheet does not exist, or the source is unreadable — we refund you in full automatically, without you having to ask. The refund policy sets out how that works.
Accuracy and the state of the register
The report reflects the register as of the moment we read it, and it carries that timestamp. Entries can change the next day, and the register itself can be incomplete, out of date or internally inconsistent — an area that does not add up after a plot split, a building registered years after it was finished. Where we detect that, we say so rather than smoothing it over; what we cannot do is correct the underlying record.
Your account
Reports are delivered into an account tied to your email address. Keep your access credentials to yourself: anyone who can read your mailbox can read your reports. Tell us at support@listar.info if you believe someone else has access.
Acceptable use
A report is licensed for your own use and for sharing with the professionals advising you on the transaction. You may not resell it, publish it, or present it as your own product, and you may not scrape the site or order in bulk to build a competing database.
The register contains people’s names. Do not use our reports to locate, profile, contact or harass anyone. We will close accounts that do, and we will cooperate with the authorities where the law requires it.
Prices and payment
Prices are shown in euro on the checkout page, with any applicable tax stated before you pay. Payments are handled by an external payment provider acting as merchant of record: that provider is the seller on your card statement, issues your invoice, and handles the tax. We never see or store your card details.
A monitoring subscription renews for the same period until you cancel it. You can cancel at any time and it stays active to the end of the period you have paid for.
Liability
We are liable for producing the report to the specification we describe, and where we fail we refund it. Beyond that, our liability for any claim arising from an order is limited to the amount you paid for that order. We are not liable for the decisions you take on the basis of a report, for errors in the public register itself, or for indirect or consequential losses such as a transaction falling through.
Nothing here limits liability that cannot be limited by law, including your statutory consumer rights.
Changes, governing law and languages
We may change these terms; the version in force is the one published here on the day of your order, and we keep the date of the last change at the top. Montenegrin law applies, without prejudice to the mandatory consumer protection rules of your country of residence.
These terms are published in six languages for your convenience. If a translation and the English version diverge, the English version governs.
